The data itself (highs and lows) look vastly different aside from start times. I think it's bad data from the broker but that's just my opinion

Definitely show it to FXCM like Ferru said because that's terrible. Otherwise, you could try just deleting the .hst for all timeframes for both those servers and reDL it to see if they get anywhere near more similar.
